Ok so you wanna drop the files into CD/DVD generator in the order that they are given in the text file. I think it then means burn it onto 2 seperate DVD 5's. Or it could mean burn it onto 1 DVD 5. You will have to see what the size of the final image is and go from there. Then rename the volume tab to whatever it tells you in the text file depending on whether it is NTSC or PAL. If your unsure, look at the PS2ownz.com forums on ripping to DVD 5.
