I have a movie that has letters at the top of the screen when the movie us playing is there anyway to remove them from the video.

Yeah, I remember the Screener of that. There was a tiny little counter. That came out ages ago though. The DVD would definatly have been released by now and there were definatly several DVDRip releases. Including I think one of those upsized WEF or whatever releases.

Anyway, you basically have two options to get rid of it. Crop it off or cover it over.
