I have a 16x dual double layer EMPREX dvd burner. I usually burn with memorex but not on 4X dvd+r's. Is it possible if I burn at 8x speed using dvd shrink on a 4X DVD+R?

Welcome to the forum. It is possible w/ my burner using Verbatim or Taito Yudens 8x to burn a disk at 12X but have never tried it. You have to use very good blank media like the ones listed and if your burner has the necessary firmware and the the disks are compatitable then you can do it.
Memorex is usually not used to do DVD Movies as it is usually crap media. Memorex has 4-6 manuf. making the media for them and they have no quality control so people that are serious about the DVD use good quality media.
You will probably have to write or call the burner's manuf to find out if there is firmware available that will allow you to do it.
I still do most of my burns at 4X even if I am using 8X blank media although I have done 2 burns at 8X and they were fine. I prefer 4X as I have not had any coasters at that speed.

Most burners will only burn at or slower than the max speed of the blank media being used.
