MPEG4 for nero burning software

When I tried to burn movies into a vcd format using nero I get a message saying I require an MPEG4 code or something which is a vailable on nero ultra, something like that.........

Where do I get the MPEG4 code for nero?

Can anyone recommend a different burning software that allows MPEG4 movies to be burned into VCD format?

dvd santa will convert your mpeg 4 files to mpeg1 or 2.
