I'm new to DVD burning and want to set up a storage system. On CDR's I'd read that the data is actually stored on the top of the disk where the label would go and not on the bottom. Is this true for dvd's as well? I want to make sure that if I use plastic sleeves that I have the correct side against the cloth.

yes, DVD has similar layer structure as CD.

Where did you read this?? the way a cd/dvd is constructed is this
Label-->Reflective/Writeable layer-->Protective Layer
Therfore the side you need to look after is the protective layer (underside of the disc), that is why protective sleeves have a clear plastic side and a soft cloth side (cloth protects underside, clear plastic allows label to be seen)
