You must ahe not installed the flip top right and the ps2 is thinking the flip top is open, I too first had this problem and all I had to do is take it back off and do it again and make sure you have evey thing right and not to tight.

Yep, you have to make sure the hinges are snaped on right, what you do is install it about a little over half way open and make sure you don't over tighten the two screws.

Hi,
I had the same problem, but found out what was causing it while reading. There are two little switches that your flip top cover must press, plus that white plastic cube must me moved... so there are basically 3 things that could cause problem.
The white cube is always moved to the right because of a plastic pin on your flip top cover (a little mecanism whit a spring is used). If you open your flip top cover and it's not to the right, there's your problem. My problem wasn't there though...
Second, there's a little switch just next to the power button. Theres a little hole and you can see the switch when you open your cover (standard cover). Make sure that when you lock the flip top cover it presses down on the switch. If not, you could put something in the hole to make sure the switch stays down. My problem wasn't there though, again...
The last switch is at the back of your ps2, just next to a screw and one of the metal thing which holds the cover in place. (It's really easy to spot this switch, there's nothing much around it, but you must open your ps2). There was my problem, the flip top cover didn't seem to be press down at all on the switch. So, instead of putting a book or tape on the cover to apply pressure, I just cut a very small piece of electric tape and taped the switch down. Problem solved!
Now the disk spins everytime, no noise coming from the ps2 either.
Hope this help someone... Jocelyn
I have a v12 ps2 by the way...
