WELL!!!... I was looking for a PROGRAM, that converted PAL PSX games (images) to NTSC. LIKE PAL4U, but PAL4U doesnt work well for FF7, and most of the PSX games.
That's funny you mention FF7 (PAL). Because it's one of my problem games, the game boots up and even plays fine but about the top 3 inches of the screen are cut off. Just enough to be annoying. And in battles, I can't see my last characters HP/MP. and I can't see my Item option either..... You know I also have Breaker Pro , and it has a PAL/NTSC setting but it dosen't seem to work.......

Thats EXACTLY whats happening to me, and no program seems to work!! And there are not that many programs out there for that.
I haven't found one yet. Did you get FF7 from Bit Torrent?
Also I My PAL Dino Crisis has a similar problem.
I really wish that Breaker Pro had a acreen positioning option
