Dear bobright,
You need to check your dvd player and/or tv to see what they can play, then choose the system for burning accordingly.

Alternatively, get a disc that you sure can play on the dvd player, insert it into the pc, then use something like Nero Info Tools to check its properties. If it says NTSC , then go with NTSC , if it says PAL , then go with PAL .

Well, I wish I could attach a pretty picture with my post as you do!
Anyway, there are indeed ways to convert between PAL -NTSC . It usually consists of two steps:
1) convert the dvd into some popular video format (e.g. AVI , mpeg). I use ImToo DVD Ripper, but there are other programs.
2) then transcode and burn with e.g. DVDSanta or Nero . Both programs would let you choose whether to go with PAL or NTSC before transcoding.
Happy DVD converting!
