Slight lag in encoded anime dvd.

I noticed a slight lag in my anime dvd I made from .mkv files. I used TMPGEnc Plus 2.5 and used all the settings recommended in this guide: http://www.easy-answers.com/how-to/anime-dvd/menu.asp except the Motion search precision was different. I used motion estimate, since I had 24 episodes to encode and this chopped off 30 minutes. Now the first three were encoded with High Quality (took forever), and they have the same slight lag that normally occurs during pan shots for some odd reason.
I wonder if using the most current TMPG encoder would help resolve the issue? TMPGEnc 3.0 XPress any good?
