what are the directions when installing winhiip. After you have it downloaded, then what?

Is winhiip for when you want to copy from another playstation game or is it just for getting games online?

WinHIIP is for putting games on the hard drive plugged directly into your PC or you can send games to the PS2 if it has a hard drive (and you have a 2 way USB cable or network setup). Sounds like you want DVD Decrypter. That copies games for backup. If you get a hard drive you can use WInHIIP to install the games while mounted in Daemon Tools (or from DVDs I think).

For USB Advance/eXtreme I used a WD400 in a USB2 enclosure. I installed games with the official Windows interface and used USB eXtreme Free Edition to boot them.
For HDLoader I am using WinHIIP to install games onto the WD400 in the USB enclosure. Then I transfer them to a Maxtor 120 DIAMONDMAX PLUS 9 6Y120L0. I boot with Fully Patched HDLoader.
