PAL to NTSC pinnacle studio 9.3

Hi!
My father's camcorder is PAL, I transfered the Mini Dv tape on my pc with Pinnacle studio 9.3, but when I try to open the file the program says that is is unable to open the file because is PAL.
I was wondering if there is some plugin for pinnacle which I can install to read PAl format.

I encoded the same file from DV to DVD using Canopus 2.0 also, to reduce to size, Then I tried to open the VOB file with pinnacle but it didn't work either!
When I encoded the file I also transformed in NTSC
Any idea how can I edit this file using pinnacle?

.....One more thing, When I encoded the file from DV to DVD, I had choice between two different encoding methods: Constant bitrate (CBR) and 2-pass variable bitrate (2-pass VBR). I encoded with (CBR), and to be honest I didn't really like the result because you can see the different quality between the DV and DVD.
How can I get better quality?
