How to "clean" MPEG files?

I have an MPEG file of an old movie. Of course, there is quite a lot of background static noise with the audio, and some dirt and scratches with the image.

Is there any way to clean things up just a little bit?

I know there are some expensive pro tools that big companies are using, but are there any "layman" tools for cleaning MPEG audio/video?

Try VirtualDub to clean up your movies by using the Filters. It is a free program and is one of the best for editing videos. Make sure to download the custom filters from the website.

If you cant open your files with VirtualDub, try VirtualDubMod. I'm not sure what program would be best for editing Audio.

The Problem with Trying to Clean up Mpeg files is that to add any filters you must re-encode the Mpeg file which Lowers the Quality More than the Filters Help the Quality so you will probably end up with a Lower Quality file after Cleaning up the Image.....
