Adobe Encore Pal Project to NTSC

Hi there,
I've been searching for a conversion method from pal to ntsc, while some techniques have been told I wanted to take an advice from you. Let me explain the process step by step:
1-) I have recoded video with a handy cam and captured them in avi format to the hard drive, captured files are 720/576-25fps
2-) I have edited them with adobe premiere 1.5 and rendered 7 different files in pal properties.
3-) With Adobe Encore I have prepared a dvd compilation with those 7 avis, a menu and huge amount of subtitles within.
4-) Final dvd worked fine and everything is ok with the pal system.

Now the question is I need to build the same project in ntsc system and I'm pretty confused in doing that. I have the source and the final dvd, if I start from the second step with rendering avi files in ntsc format and re-build a dvd with encore as far as I see I have to re-write all the subtitles again because encore doesn't export the subs. Second chance is to rip the final dvd and re-encode it to ntsc some way, then burn it. But this way people got some jerky picture output and distorted menus as I read from some topics. Bloody encore doesn't have an option to build the project in ntsc if you choose pal at the begining and I couldn't find a clean way out of this junky situation. I need both ntsc and pal versions so I'll be very happy if you help me with your experiences and tell me what to do. Thanks
