my chip boots up and both blue lights power up and so does the red light, but it turns on, turns off, turns on, turns off, and then it stay on, all the while my external chip stays red like it is disabled and I am only doing a short push. Please someone tell me I have done something very easy and stupid.

Ok, so what your saying is that your Xbox reboots 3x?
Or are you talking about the X3 external switch light that goes in and out?
I need a little more info. and I can help you out further...

Well it never reboots completely, the whole xbox turns on and off. It comes on for a sec, then off, on, then off, and then it stays on and the light blinks red and green, and while it is blinking and when it stays on the chip powers up with both blue lights and the red no protect light. And the external switches and lights are red like the chip is disabled, but I only do a short push. And when it stays on no video comes out at all. Any ideas?

Ok, that is what I thought was happening, but I just wanted to make sure.
Well, 99% of the time the reason Xbox's do a 3x reboot into christmas lights is because of a bad chip install. Just because all of the lights on the modchip are on does not mean it will necessarily work. That just means that you are getting power from pin 9 and 15 (3v and 5v) on the LPC.
What you need to do is go back over the install, and check to see if there are any shorts occuring anywhere. Also, pay close attention to your D0 wire; make sure that it is making a good clean connection and that it is installed in the correct place.
I forgot to ask, what ver. Xbox do you have? Also, do you have a solderless adapter you are using, or are you soldering the chip in?

Ok, I'll give that a try. I work so I won't be able to get to it til Sunday. I have a 1.6 and I'm doning the solder. I appreciate the help. I'll let you know how it goes.

Ok, be sure to check over your rebuild points as well then. Are you using the X3 rebuild board or wires to rebuild the LAD points?

I'm assuming you have the control panel installed right? You may want to make sure the correct buttons are pushed in on the front left side. Of the series of 4 circular white buttons, only the first two need to be pushed in. Check them.

ok so I checked my points and I had a bad connection on my lpc rebuild so I fixed that. Now she starts right up and the chip boots up enabled, the harddrive and disk drive all wind up, but still no video comes out, so after a bit the led turns orange. As for the control panel do you mean the external memory bank switches?

Yes, I did but after hearing your problem's progress, I don't think it's an issue with the CP. I did when you said it would turn off and on cause I've experienced that before. Let me search around aD. There was something I read about your video issue but I don't wanna quote it or direct you to it before I check it again...

Hey man, I'm having the exact same problems. My mod chip worked for about a month and all of a sudden today when I moved my xbox to my house from my apartment it stopped working. It did the boot 3 times than reboot with the blinking red led light. I opened her up and reconnected all of the pins into the mobo but no luck. I dont know what to do. Also, when I boot up the xbox with the mod chip off I get a really screwed up video picture on my TV. A lot of gray lines, and I can hardly see what's on the TV, but it's the dashboard. What the hell is going on?

Not sure, mine gives me the freaky grey lines too. I can't seem to make much progress with it. I think I am going to see if I can take the chip out and see if it still works.

Yeah my box with a xecuter 3 does the 3Xboot, and the red/green or orange error thing. But I can boot normally with chip disabled and also with flashbios 3.0.1/3.0.3. It occurs only on user flashed bioses, any help be great.

My 1.6 Xbox does the same thing. I ordered a Xecuter 3 CE chip and got it the other day. I bought the Xapt3r 1.6 with it but couldn't get the contacts to go in the holes so I opted to do the pin header install with the LPC Rebuild kit and I got the chip to enable a couple times but then it quit working. So, I desoldered the pin header and did the wire install and still get nothing. I mean, it does the 3X boot and the eject light FRAGS and the switch panel for the chip says it's disabled. I double checked my solder points and they're all good and I don't know what to do now. Somebody please help.
