What type of disc is it burned on? Get the media code by using something like DVD Decrypter or DVD Identifier. I recommend Decrypter as that is also a DVD Ripper.

In order to fix the problem, you will have to rip the disc in File mode then burn it to some quality media (Taiyo Yuden, Verbatim, Maxell [made in Japan]). Also, burn it at 4x.

I test on DVD+RW discs so that I am sure not to waste discs.

If the jumping is due to poor quality media then re-burning that copy will probably reproduce the same problem. Your extra copy will only be as good as the original.

No, I successfully recopied Appleseed today which averaged about 500 PI errors and 100 PO errors (with peakes over 1200 on both). It froze after 3 minutes of play and skipping chapters took forever.

I did it twice. Once using DVD Decrypter, IFOEdit, DVD Shrink, and Nero and once using AnyDVD DVD Shrink and DVD Decrypter. Both times it worked, but the first time I wrote to a DVD+RW. The second time I wrote to a Fuji DVD+R 8x code YUDEN000-T02 and I averaged 7 PI errors and less than 1 PO error. It now plays flawlessly and works on my old Samsung DVD-611 which is ultra picky even with factory pressed DVDs.

The first time I used Decrypter in File mode. Then I used Shrink to change the FBI to a Video removed screen. Then edited the IFOs to cut the FBI to 6 seconds and remove the 321studios thing. I then burned with Nero.

The second time, I had AnyDVD running in the background and set it to skip straight to the title menu. I then drag and dropped the folders. I opened them in DVD Shrink and changed to ISO and burned with Decrypter.

Both worked on my two newer Samsungs, & my Panasonic but the DVD+RW did not work on the old Samsung.
