I tried using the dvd decrypter and dvd shrink to burn the mummy and I couldn't a message pop out saying E:/videp_TS/vts_02_2.VOB:read error what can I do

Your disc may be in bad physical shape. Try ripping to your hard drive with Decrypter then encoding with Shrink.

As kinza said your disc may be bad. Try cleaning it off. Decrypter is imo the best ripper out there so if it can't do it exchange it for another one.

how do you use DVD Decrypter and DVD Shrink I tired to use it but I cant't do you use it together or how can I burn a dvd can someone help me please I am going crazy

Here's a link to some great guides. They will walk you through the process with both progs and how to use them in combination to rip, compress and burn.
