The best you would ever get is subs but even at that i doubt there's many people out there willing to do it (or have the skills).

To a certain degree it could be done but only subbed, there's no way that Japanese audio such as the voices of characters could be put into English audio wise. Again there would have to be people that have the right skills to be able to edit a game and that is very unlikely because of the Software that the game studios use isn't highly available to the public. I guess there could be a patch made to go over the movie files\menus but that's not guaranteed to work with a Ps2 (in the UK there's a game called Pro Evolution Soccer, due to license reasons they are not aloud to use certain players names so they make they up, there was a patch that allowed you to change the names of the fake players back to there real names). Subbing the movies files would be about the easiest task, if you know how to backup Gt4 onto a DVD5 you'll know that there is a tool that rips the movie files out so you downsample them and then encode them back into a Ps2 file, well if there was a way to do that with the game in question then it would be very very easy to sub the movies but the trickiest part i reckon would be the menus.
