AVI to VCD with AVI2DVD

I am new to this, so please excuse me if I am being blonde. I read the directions for: How to convert AVI files (DivX, XviD etc.) to DVD with Avi2DVD. It says you can convert AVI to VCD, however after I run the Avi2DVD softwatre (specifying the output as VCD) the directions do not say what to do after. The directions state to use DVD decrypter. Is this what I have to use for creating a VCD?
