I have a jap import of Winning eleven 9 and was wondering if I am able to convert it to PAL?

BTW I have looked for help on this but could only find the visa-versa method PAL to NTSC???

A bit more information...

I use swapmagic and the error comes up about invalid disk. When i take the game out it says a bigger TOC is needed. I read somewhere that perhaps i need to 'fill out' the game's TOC, is this true?
