Audio Sync Problems (Divx - DVD)

I have a source Dixv file with the folowing attributes:
Codec: xvid
Length: 44:00
Frms/sec: 23.976
Frame: 640x352
Audio: AC3 192kb/2 chnls

I have been converting this to a DVD format by using VirtualDubMod to extract the ac3 stream into a seperate file, then using TMPGEnc generate a m2v video file. In TMPGEnc I have the framerate set to 23.976 (internaly 29.97fps) with a 3:2 pulldown when playback. The problem is that after encoding the file the video length is now 43:57. But my audio is still at 44:00. Is there any way to sync these back up so that my audio is so far out of wack with the video?

PS - I have looked at besweet, but when I run the preset of NTSC -> NTSC (29.970 to 23.976) I end up with a audio track with a length of 35:12. Way too short.

Na, not using DVDWS. And I am demultiplexing the file with VirtualDubMod. All I really need to do is resize a AC3 file to play 3 seconds faster overall. Any ideas?
