What is the best dvd burner to use to back up my PS2 and XBOX games.
also do you need to get chip or can you just "burn & play".what is the differance between DVD+R,DVD-R,Etc discs

I would get a pioneer 110 burner (about $55 on pricewatch.com).

I say the Sony DRU-720A
it is a fantastic burner, although a bit more
expensive then the Pioneer mentioned above.
When doing games i suggest that you try DVD-R first
Philips, TDK, Verbatim 8X DVD's
and you will need to mod your PS2 to play back ups
any PS2 that is V4 and above should play both
DVD-R and DVD+R, i have just used DVD-R for all mine
