It all depends on your computer specs i.e. processor, ram, etc. I don't recommend you or other newbies to backup/burn any higher than 8X. Anything over 8X is a risk, meaning you're more likely to produce "coasters" regardless of how super power is your dvd writer and the media you're using.
Back to your question, I backup all my dvd movies at anywhere from 4X - 8X (the max). At 8X it took me 8 minutes to have a successfully burned only. NOTE: this is excluding the encoding time though, counting the encoding/compressing time is roughly 20 - 25 mins.

I put 4.38 actual gigs on my backups.I take it you are talking about actual burn time.
4x approx 15 mins
8x approx 8 mins
16x - 4/5 mins
If yours are slower than that,go into device manager and check the properties of you IDE/Atapi controllers on both primary and secondary.These need to be in Dma or Udma mode.They shouldn't be in pio mode. This will definitely slow you down and cause major problems.
If talking about total backup process time,then alkohol pretty much explained it..If using the adaptive error compensation enhancements,then that time will really be magnefied with the smaller processors and ram.
My avg backup times for both my pcs using 4x burn speed:Main pc is in my signature.backup pc is celeron p-3/xp home/30 gigs free space on HD/256 mbs rimm.All using DVD Shrink and Nero.
Major compression of 30%+=45-90 mins using max smoothness error compensation enhancement. Backup pc=4-12 hours!
That old p3 celeron isn't much slower than my 3300+ athlon 64,but with the more compression and added enhancements of DVD Shrink,those times will increase.
You may also want to check for the latest update on your pioneer's firmware.This can help. Sometimes older firmware may restrict 8x and 16x speed rated media to a lower speed from that actual speed is suppose to be.You may be trying to burn at 16x,but that firmware may be only programmed to burn that MID code from your 16x verbs at 2.4x/4x/or 8x.

Defrag your harddrive
Keep pc free and clear of spyware/viruses. Keep the registry clean.
Use quality media.Sometimes the cheaper media can only burn so fast.Again this is usually firmware.Firmware is the burner's manufacturers recommendations on that media to allow it to be safely burned at.Just because is says 16x,don't guarantee you'll be able to burn at 16x.The opposite can occur too. 8x media can be burned at 12x and 16x in some of these 16x writers.It all comes down to firmware.
If you use cheap/crappy media-burn too fast or both,chances are your coaster rate will soar,therefore taking extra tries to make backups.You'll lose a lot of time there.
Re-author your backups,cutting out bonus footage/menus/unnecessary audio streams/ending credits/sub pictures/and extra main movies when multiple main movies are on the original.The less compression,the faster the process time.
You've got pretty good media,what other programs are you using in the dvd backup process? Also list your pc specs.
With Nero burning time at 4X is between 12 and 15 minutes (never over)
This is with a PIII-800 with 256Mb RAM and appox 1000 burns.
Using Pioneer 106 burner.
Extended burn times suggest that you may be in PIO mode, your firmware is out of date, your hard disk may be fragmented or you may have virus or spyware on your system.
