Are there tools for extracting DVD menu: still image, motion picture etc ?

I have a bunch of PAL DVDs that need to be converted over to NTSC. I plan to demux all the streams, then use TmpgEnc to re-encode the video files, and put everything back afterward.
Trouble is, I can find any tools that can extract the menu files for me. Your help will be very much appreciated. Thanks in advance.
(By the way, DVD Shrink won't work here as the challenge is not due to regional code but formats).

Download decrypter and shrink.
first decrypt the DVD and than shrink it.
read the manual it explains exactly how it works.

Odds are you will have to recreate the menus with an authoring program. I have never done it using the original menu video files, but I do not see why it is not impossible.
If it is not possible, or too complicated, you could always make your own menus. It will take less time than re-ecoding the menu videos to NTSC.

Give us a list of what equipment you have.
VCR or DVD player is it PAL or NTSC.
What programs are u using.
Do you have a DV?
Can u play these DVDs right now?
What happens when u play them?

Hi there,
Thank you for all your replies. I decided to use the following tools with very good results:
1). TMPGEnc for converting the PAL formats to NTSC
2). DVD Menu Studio to edit or re-creates the menus.
3). DVDMaestro for re-authoring the DVDs.

Excellent choices on all of your picks. I like how easy menus are with DVD Menu Studio and the results are very nice. Before compiling your DVD with Maestro, just make sure you double check everything (your menu links, movie connecitons, etc...). I screwed up one button on a menu, by accidentally making it go up when I press down on the remote. Stupid mistakes like that are easy to make when authoring.

Import the VOB's into a converter and start the convert to either MPEG or AVI or whatever type you choose. Watch as the conversion is taking place and stop the conversion after what you need has been converted. I've done this with all types of opening scenes and menu backgrounds.

You can also try to split the menu VOB with some tool like VobEdit. Set it up so that it splits by Cell ID (it is pretty rare that multiple menus are kept in 1 Cell ID for those, you will have to use a method as described above). The actual video for the menu is the VTS_xx_0.VOB file. Sometimes (rarely) the menus are found in VIDEO_TS.VOB.
DVD Decrypter can also rip the menus by Cell ID. you will have to go into File Mode and select the VOB file. Then set up Decrypter to split by Cell ID. You can also Demux, but you will have to convert the subpics and I have no idea how to do that (there is a tool that does it, but I forget the name...maybe NuMenu4U???).
Note that not all Cell IDs contain video. Some are just blank. Also, it may be possible to re-author the menu with DVD Shrink. Drag and drop 1 menu then re-author. Repeat the process until you get them all.
If you want to extract everything including the subpictures for the menu buttons and Demux audio and video, you can try DVD Reauthor Demo (by DVD Logic). You only need the Demo Version since you are not using Sonic Scenarist (even if you have scenarist the demo is enough). This is a very nice tool if you want to recreate original DVD menus for a DVD.
