i just got a dvd burner and i am wondering what is the best software ( the highest quality ) for copying a 9 gb dual layer retail dvd to a 4.3 gb dvd-r disk

The best software for video quality is dvd-rb/cce. Dvd-rb is free but cce costs $58. You can download the dvd-rb installer which comes with a couple free encoders (I would recommend hc encoder). You bet. Another free proggy a lot of folks like is DVD Shrink. It is a good transcoder but doesn't produce as good of quality as dvd-rb especially on high compression applications but is good enough for most. Shrink has more editing features. I use dvdremake for all my editing.
