can the admins actually do an IP addy ban??

I believe the IP ban was brought up once before ... and the answer was no.
Reason is some people have a dynamic IP address. Someone may be an AOL user and if the admin were to ban that dynamic address, they could potenially ban thousands of people.
So they just ban the nick ... and I think the email address (but not 100% sure about that). But most are always welcome to come back if they can learn from their mistake.
BTW ... like me new gif? :)
