Running an emulated system (PSP in this case) on another physical system (PS2 in this case) requires the physical system to have a certain amount of processing power above that of the emulated system to handle the "overhead".

The PS2 almost certainly doesn't have the power to handle emulating a system on the level of the PSP. I've had very substantial slowdown even on some SNES games emulated on the PS2.
