There Should be a way for you to get the movies recorded on your Dish PVR to your PC without the Use of your Capture card and without any Loss of Quality....
The Video that Is Transmited to your Dish network Reciever in in Mpeg-2 Format and so is the Video stored of your PVR"s hard Drive and many PVR"s have a way of Transfering the Data stored on the PVR to a PC...You should Maybe look on the Back of your PVR and see if there is Either a Firewire ,USB or SATA Interface on the Back of your PVR because you should then be able to connect the PVR directly to your PC and it will Show up in your "My Computer" as another Hard Drive or a Removeable Storage Device and then you can Just transfer the Files off of the PVR and author them directly to DVD.....

PS: the WinTV Cards were not very Good Cards and it is a Very Old Card now as the Decoder Chip it used was the Old BT848 or the BT878A both of which came out in about 1999 and were 8Bit decoder chips which didn"t produce the best Quality ,You can Pick up the WinTV Cards on e-Bay now for under $20...
The "WinTV PVR 150/250/350" Cards are Much better and used Hardware Mpeg-2 encodeing and ATI has one out now (ATI Theatre 550) that uses a 12 bit decoder and has a 16mb Frame Buffer and uses Hardware Mpeg-2 encodeing with Dolby AC3 audio encodeing and has audio Lock for about $100 that is supposed to produce very good Quality....
