When using a Flip-top case, when you open it does the disk still spin when you're trying to take it out? And is the laser still on?

Yeah if the power is still on. There is generally no reason to open the case unless your swapping discs, and then the disc will be stopped.

Surely that runs the risk of getting blinded by the laser when swapping disks...

Considering the laser isn't on when the disc is stopped you'd have to try REAL hard to go blind.
