SECAM VHS to DVD or VCD

I know that there are numerous meesages explaining VHS to DVD, but I am wondering if anyone can break down this for me :

SECAM VHS -- on regular TV playback picture is great, but there is no color.
Is there anyway to get that videotape material on a DVD or some other format that will play on a DVD player (that can read VCD) without sacrificing the color?

If I understand the tech stuff correctly, PC monitors should not be affected by PAL/SECAM/NTSC right? So if I can feed SECAM into my PC, how do I burn it into something that will play on a TV via DVD player?
