Is there a simple to edit a movie (remove bad parts) so that a child can see the movie. For example, on a PG13 movie that contains eight scary parts, is there a program that will remove all those parts quickly?

Don't know about doing this quickly, but you can try DVDRemake it will remove unwanted scenes.
