Well I have a version 4 PS2 and I might get it chipped on sunday.
My questions are
Can I use DVD+RW to burn games
Is there a possible way of getting the dvd games on the net in hours?

Personally I have never tried RW disks, it is generally considered best to use -R disks and to only use top quality disks such as TY or Verbatim.
There are plenty of torrent sites hosting downloadable games, but I prefer to have a copy from the original disks using Decrypter and burning at 2.4 speed.

What I dislike about torrents are that it would take days to download but a friend of mine's uncle can download dvd games in 2 hours or less.

That is why you use newsgroups and the Usenet. Torrents are a waste of time.

I would go with DVD-R to start with as most PS2's
can read those. I think that V4 and below will not read the +R
now a mod chip may solve that problem, but -R should work.
With a cable modem it will take 5-8hours at the least for
a game. Newsgroups and IRC are faster yes, but for a newbie
it is just too hard to figure out. Then there is all that getting
put in a que and waiting crap.
If you get a chip get DMS4 or Matrix Infinity
Yes they cost a little more than some others, but that is because
they are just plain better. They are the 2 best out there.
If you just want to go cheap you may be sorry in the long run.

I am gonna get it chipped in the black market for £80 but I need to find a newsgroup which allows free downloads because newzbin costs money even though it's very cheap my parents won't let me use their credit card. And I have a 2mb connection

This is where I got mine fitted, the service was first class.
If all companies worked this way, no one would ever moan.
To supply and fit the matrix Infinity chip it is £61 this will include any required laser mod.
Or to fit your own chip it is £35 these prices include return delivery.

Before anyone asks, I do not work here or get any kick back. I am however totally inpressed with the quality, comms and speed at which my chip was fitted.

I sent mine Saturday Special delivery for Monday morning.
Had it back Wednesday morning via special delivery.
Emails all the way to let you know the status.
I even supplied mine with the chip fitted but not working, so they had to do a re-work and fix, as my board was over heated in a couple of places.
The service really is 1st class!

As far as games on the net goes, I can get a 4 GB game in 2 - 2 1/2 hours using newsgroups. If you go with the torrents, it will be about twice that. This is on a cable modem.
