I look at almost all the Resident Evil Apocalypse posts but nothing said anything bout this. I keep getting this error

it means the disc is either dirty or scratched

To add to enrage's post - try cleaning the disc. Decrypter in my experience is a great ripper for less than perfect discs.
You can also try DVDFab Decrypter - like decrypter but is still updated.
