actually, not a new one, just a mod chip in general, and what program do i use to edit it, yes, i am a newb, but i would like to know how to do this, that way i'm not a newb

All modchips are different with different ways of connecting/dowloading to them. I always recommend SmartXX chips you can check out there website and IRC channel for some of your questions they also have links for distributors. Check them out.

Lots of places. I would recommed the X3, they are the best chip out there hands down.
