As long as you OWN the original it's perfectly legal.
However,
You need to MODIFY your ps2 to play COPIED GAMES.
A modchip and/ or swap magic disks with a way to
open the tray without pressing eject to do the swap.
(This method will differ depending on your version ps2.)

I think that you may have mis-informed him jizmak... it depends on what country you live in as to the copyright law about backup copies of movies/games or whatever.

As long as you possess the original, It would be hard for ANYONE to
prosecute you for infringment.
(Assuming the backup is for your OWN PRIVATE USE).

Possible yes regradless of where you reside.
Bur surely not probable.
