I have posted here about 5 times in the last two days and I have been looking two days straight on some way to fix my sync problem. I have an mpeg that is off by -3300 ms and I can't find anything to fix it. The only thing that came close was TMPGEnc MPEG Editor but it said it was impossible to cut a file that size. Is this true, I really need help, some please help me.

If you want to burn the mpeg to dvd, you may use e.g. DVDSanta to correct the sync. problem before encoding. Just paste the mpeg, click 'advanced setting', then adjust 'audio' or 'video' delay. If you just want to retain the mpeg, you can always convert the file back to mpeg again with e.g. ImToo DVD Ripper.
