I have a PAL PS2 and I was wondering if I could play a Backup of a NTSC game using Swap Magic?

you should be able to. when you load up swap magic, go down to video mode and set it to PAL, then press load program

well for me to play PAL games on my NTSC ps2, i have to set the video mode to NTSC, if i set it to PAL it would not work

On an NTSC ps2 the video mode would already be NTSC.. so starting from normal boot or setting the video mode to NTSC on your ps2 would make no difference to an NTSC game... if you have a PAL game that you want to play that hasn't been patched you set the video mode to PAL.
I suspect that you patched your game to NTSC and that's why it plays ok on yours with the video mode you selected.
