how to move games from one hard drive to another one?

One of my hard drives is starting to fail. what program do I use on my PC to be able to see the files that are the hard drive, so that I can transfer them around? I tried to search, but i couldn't figure out the right terms to find a helpful thread.

yes,you can do it easy with something like Windows XP
Just go to the file you want to transfer and click on it so
it is highlighted. Then choose the move to folder option
in the edit menu and move it. Note that this will only move the items in that one folder you highlighted, so if the game saves
for that game are somewhere else then you will also have to do those.
either that or go buy a program that will copy one whole hard drive to the other. Both of the hard drives that i bought came with this
software on the install disc and transfered over everything from
my old HDD to my new one.

my problem is that when i plug in the hard drive, xp doesn't recognize it. is there something i need to do to the hd for it to be seen? the hd is formatted for hdadvance.
