Is there any free programme that can play the movies in scratched CDs?

You could try using isobuster to try and recover the data to your hard drive and then burn it back toanother disc with DVD Decrypter.

alternatively maybe take the offending disc to your local dvd/video outlet and see if they will clean the disc up by grinding it down slightly so that your scratches are gone.
