Why won't IMBNES work on my ps2

ok here is what I did:
-I downloaded IMBNES
-I put the Roms in it and saved it
-then I started nero,and I pressed "burn Image"
-then I open NES.cue and burned it on the CD-R
-I put swap disc in my ps2(flip top)
-I replaced the Swap magicwith the CDR,pressed X and it said "Not a valid Ps2 Disc"

what am I doing wrong?

I thought IMBNES was an emulator for the ps1 no? If that's the case then you'd have to boot it up as you would a ps1 backup.
