Hey,
I have a home movie(so no copy protection) that i am trying to burn. I tried to do it with DVD Shrink, but there is a section on the DVD that can't be read by the program. I'm am pretty sure that section is damaged. I was wondering if there r any programs i can use to fix this DVD and burn a copy.

Try ripping with DVD Decrypter. But, if the DVD is damaged and you're still getting read errors you won't be able to retrieve the video information from the damaged sectors. The best you can hope for is to rip the good video off the rest of the DVD.

In DVD Decrypter set "read error retries" to 0 and check "ignore read errors". It will take a while as it goes through the damaged sectors.

DVDFab Decrypter does a good job with damaged DVD's by inserting dummy sectors for the sectors it can't read.

is the dvd scratched or dirty? u can try cleaning it and or using some scratch remover to see if that helps

enrage is right, cleaning the disk is the first thing you should try. Try following the tips outlined here:
