It's actually not when you DL it, but rather when you install it. Did for me anyway.

when updating to 1.1.0 there should be an option in the installation to let you choose imgburn by calling decrypter!

Just try running the setup.exe again, it should write over the existing file and possibly give you the option.

As alkohol stated, +R flavored discs are the only ones capable of being booktyped.
