i have the same problem i was reading somewhere that you might need a newtork access disk, and now have found this to be true if you look in your psp box you will a slip paper with network access code something like this 2500533-2531000 (this one is made up) then goto www.yourgamingname.com and the register it's FREE
but it will take along time for the disk to come
hope this help anyone

i have just read this on another forum so thanks to (TitaniumFX)
Japanese don't use the Network Gaming System, and their PSP's don't come with a Network Access Code as I received here in an email they sent me:
"Thank you for taking the time to write Sony Computer Entertainment
Japan.
From the information what you have wrote to us, we assume that you
are trying to use a service in SCEE site.
Unfortunately, we (SCEJ) do not implement a system of user registration.
However, the service through the SCEE site is only for the customers who
own an European model PSP(PSP-1002/PSP-1003/PSP-1004/PSP-1008).
Since the Network Access Code is not bundled with a Japanese model,
we assume that the service cannot be used by the customers who obtain
a Japanese model.
Please also note that due to different voltage standards, and a variety of
licensing issues, Sony Computer Entertainment Inc. (SCEI) has implemented
a territorial-based distribution system for its hardware, peripherals, and
software.
Operation check to connect to the Internet in other countries/areas have
not been done on the Japanese model.
Thus, there are no guarantees of proper operation in the other countries/areas.
In addition, we do not have any information regarding whether SCEJ will
provide "NETWORK GAMING SERVICE" as SCEE provides at this point
of time."
So there you have it, its all very easy to understand and do if you want one.
Hope this helps
