Well a cynic would say; pirate a better class movie, cuz 60' is sixty foot an 27' is twenty-seven of the same.... an inch is..." a foot ..'

Try useing the quality settings if you are using DVD Shrink or use better software such as dvd-rebuilder with CCE or hc encoder. All these suggestions will take longer to transcode/encode but you can't have both speed and great quality if compression is required.
