That's easy dude.
Do you have picture(s) on your PSP? If so, go to pictures. Chose a picture on your PSP menu, chose a picture and open the menu and "set as wallpaper"

I believe what DINNER said is only possible if you are running on 2.0 Firmware. If you are running on a firmware like 1.5 like I am, you have to use a program called PSPersonalize. This will let you mod your monthly backgrounds on the PSP.

here is the exact guide that I used, it's very easy and simple to use. Everything is right there for you. Unfortunately, you still can't really "choose" whatever wallpaper whenever you want, you still have to set your images to correspond to whatever month you want it to display. But it does work. Hard to explain but like I said, it's all in this guide. Good luck!
