Crop black border from mpeg for VCD

This might be a completely obvious newbie question, sorry. I have an mpeg-1 file afaik, and want to crop the annoying black border around the edge before burning onto VCD. Is this possible? If so what programs/filters/whatever are necessary, and how is it done?

You can do the Cropping while you are encodeing to Mpeg-1/VCD Format if you are useing the Right encoder....

If you use "Tmpgenc" to Encode your File to VCD Format you can Do the Cropping while encodeing But whenever you Crop an Image you affect the aspect ratio so your Cropping Could Ruin the way the Picture Looks Pluss the Re-encodeing will Lower the Quality so I really wouldn"t advise it unless you know what you are doing....

I opened the file in TMPGEnc Plus on another pc and it says: Video-CD PAL (MPEG-1 352x288 25fps CBR 1150kbps, Layer-2 44100Hz 224kbps) underneath.

Does this give you enough info on the aspect ratio, and could you give me the correct way to cut the border off the mpeg and keep the aspect ratio? The border is only small all the way round, so the quality shouldn't be affected much when it's removed I'm guessing.

Forgot to mention, I tried using the TMPGEnc help on 'aspect ratio' but it says it can be adjusted in: MPEG settings > video tab.
All the settings are grayed out though!?!? I can't change any of them.

Am I on the wrong track altogether?

If the Border is Only small and Goes all arround the Frame then you won"t see it on your Regular TV set...

This is because All CRT TV sets have a 10%-15% Overscan area arround the Image which cuts off 10-15% of the Image arround the edges of the Frame so your TV sets Overscan will remove the Borders for you so they Should not be Visible.....

Re-encodeing your File just to Remove a Small Border is not a Good Idea because Re-encodeing Greatly Reguces the Quality of your Imahe and when you Crop off the Borders the Rest of the Image will have to be Resized so it Takes up the Area were the Borders were which also degrades the Quality so Doing this is Not a Good Idea especialy since the Borders won"t even be Visible on your TV set.....
