Which are the best options for a smooth transcoding from 23.976 fps files onto DVD compatible ones?

I tried Procoder 2.0, but the pans & travellings look quite choppy, as well as some comb effects are quite apparent.

If you look at the same file with VLC, in its original avi form and right after conversion onto M2V files (with Procoder 2.0), you can quite see these aberrations.

Any way to improve on this process?
