Hi, just brought a PSP that has firmware V2.5, is there a downgrade available yet to allow homebrew ?, if so please could you advise what i need to do.

There's a new eLoader that runs on 2.50 but its still in the early stages so there nothing like ISO loaders, check http://pspupdates.qj.net/ for more info on it. Also there is no downgrader and there maybe never will be one.
