Can burned PC PAL games work on NTSC ?

I would like to make a copy of my PC Sims 2 game from Australia and send it to this friend of mine in the USA.

Will they be able to load the game up without any problems?

Since it is a PC game your friend shouldnt have any trouble playing it.
