Problem installing UMD Ripper and UMDGen

ok i've dled UMDRipper 2.5 and UMDGen 2.0 and when i try to install it, an error comes up and say i need to install ".net framework". What does that mean and where can I install that?

Ok install this and when thats done install the other 2. This is from psp hacks don't worry:

It's in Spanish but easy to follow and it installs that .net thing.
