Tutorial:
Please read this carefully. This is just a basic way to transfer game saves downloaded from online to memory card without Action replay, USB stick, network adapter, HDD, or any other type of transfer device besides memory card and CD-R. MUST HAVE SOFTMOD WITH LAUNCHELF ALREADY INSTALLED!

Tools needed:
Memory card
CD-R
Launchelf (or any other loader that has filebrowser with copy/paste ability, but for this tutorial I?m just going to explain launchelf)
Ps2 gamesave builder (Can be downloaded from http://www.ps2savetools.com/download.php)
.xps to .max converter (optional to convert from xport saves to action replay max saves or vice versa. Can also be downloaded from http://www.ps2savetools.com/download.php)

Step 1: Download game save(s). All file types from action replay max(.max), codebreaker(.cbs), sharkport(.sps) and xport(.xps) should work. Xport saves may be converted to .max save with .xps to .max converter.

Step 2: Run ps2 gamesave builder, open save game, make new folder on desktop or whatever and make sure you give it the same name as what it shows in Root/ID in ps2 gamesave builder. (Example: BASLUS-20881)

Step3: Extract all files from the game save in ps2 gamesave builder into new folder you just made by selecting all files then right click and extract. When extracting, it will display file name as ?not used.? leave it as is and save.

Step 4: Do this to every game save you want by following steps 1-3 again, each with their own respective title folder name slus-20881 or whatever. Then burn to CD-R

Step 5: Load up your psx game with whatever softmod method you use. Swap disc with CD-R that you just burned using slide card, fliptop or whatever. Find your way to filebrowser and go to cdfs:/. Select folder of game save you want to copy and press R1 to get a little menu screen to copy. Copy the folder

Step 6: Then find your way to memory card 1(mc0) or memory card 2(mc1) and press R1 again and paste. Restart game and you?ll be ready to play your new downloaded game save! Enjoy!

Notes: This method may work with independence exploit using swap magic. It?s pretty much the same concept as long as you have all the necessary files that came with the exploit (Haven?t tried it since my swap magic CD is completely broken)
Also, this tutorial is not for everyone. It?s only for those who don?t have any other type of transfer device besides memory card and CD-R that want to load up a downloaded game save! If this has been posted before or any other method works then let me know. Thx.

Maybe newbie on this forum, but definitely not a newbie to modding!

With swap magic you'll just need to run Independence Compiler 4.1 (which you can get here: http://www.eurasia.nu/modules.php?name=Downloads )Then burn it to cd-r and run it.It has everything including a title.db builder for easy exploitation using swap magic.
